Biography

Commissioner of the Oliy Majlis for Children's Rights (Children's Ombudsman) Surayyo Rakhmonova was born in Tashkent in 1978. In 2000, she graduated from the Tashkent State Law Institute. Doctor of Law. Professor. Counsellor of Justice of the first class (Colonel).

 

In 2002-2017 worked at the Tashkent State University of Law. In 2017-2019 she worked in the Office of the Prosecutor General of the Republic of Uzbekistan. In 2019-2022, she held the position of Head of the Criminal Law Department of the Higher Judicial School of the Supreme Council of Judges of the Republic of Uzbekistan. In 2022-2023 she worked as a professor at the Department of Criminal Law Sciences of the University of Public Security of the Republic of Uzbekistan. Since 2023, she has been working as the Commissioner of the Oliy Majlis for Children's Rights (Children's Ombudsman).

Functions

  • Participation in the implementation of state policy on the rights, freedoms and legitimate interests of the child;
  • Participation in the development and implementation of a strategy for the implementation of the United Nations Convention on the Rights of the Child and other documents on the rights of the child;
  • Explaining to children and their legal representatives the legislation on the rights, freedoms and legitimate interests of the child;
  • Publicising the provisions of international and national norms on the rights of the child and the activities of the Commissioner for Children's Rights;
  • Providing assistance in raising the public's legal awareness and legal culture with regard to children's rights, freedoms and legitimate interests;
  • Ensuring guarantees for the protection of children's rights, freedoms and legitimate interests by examining applications from individuals and legal entities, including children and their legal representatives, concerning violations of children's rights and legitimate interests;
  • Examining the state of implementation of legislative acts on the rights of the child;
  • Examining, within the scope of its powers, questions relating to the implementation of international standards on children's rights in Uzbek legislation;
  • Monitoring the safeguarding and protection of children's rights in the activities of State bodies, enterprises, institutions, organisations and officials;
  • Preventing violations of children's rights, freedoms and legitimate interests and assisting in the restoration of violated rights and legitimate interests;
  • Informing the public about the status of observance of the rights, freedoms and legitimate interests of children and their protection;
  • Providing assistance in the social adaptation of children with disabilities and orphans and children left without parental care after they leave children's educational establishments;
  • Assisting in providing orphans and children left without parental care who have graduated from educational institutions with housing in need of housing in communal housing stock of a specific purpose that meets sanitary and technical standards and other legal requirements;
  • Providing assistance in improving legislation on the rights of the child and adopting norms aimed at safeguarding the interests of the child, including proposals for the ratification of international instruments relating to the rights and freedoms of the child;
  • Participating in activities to prevent child neglect and juvenile delinquency;
  • Providing assistance in improving the activities of State and national executive authorities and civil society institutions in safeguarding the rights of the child by submitting recommendations and conclusions
  • Development of international cooperation in safeguarding children's rights, freedoms and legitimate interests.
